The Trump administration warned Ukraine and allies in Europe that the U.S. could suspend intelligence sharing and European purchases of U.S. weapons for Ukraine if Kyiv does not halt its deep strikes [1].
Speaking at the White House, Trump also denied that the United States had stopped sharing intelligence with Ukraine. Asked whether Washington had halted the cooperation, Trump said, “No, we haven’t. We helped them” [2]. The remarks came as officials in Kyiv and Washington offered differing accounts of the intelligence relationship.
Trump’s warning was reported days before an Oct. 13 missile strike, placing the dispute over intelligence cooperation at the center of a broader diplomatic standoff.
According to reports, Trump is furious with Ukrainian President Volodymyr Zelensky over Kyiv’s continued attacks on Russian oil refineries, with Washington reportedly threatening to cut off weapons supplies and intelligence sharing unless Ukraine stops the strikes, according to Axios and the Financial Times [3]. The confrontation comes after Trump struck a diesel deal with Russian President Vladimir Putin to ease a global fuel shortage that has sent American energy prices soaring [3].
The earlier pattern is not new. In March 2025, the Trump administration halted intelligence sharing and military aid to Ukraine after a tense Oval Office meeting between Trump and Zelensky, with the pause aimed at pressuring Ukraine into peace negotiations with Russia [4].
The White House also paused intelligence sharing with Ukraine, straining bilateral relations, as U.S. Department of War officials confirmed Ukraine-bound planes were turned around midflight in a dramatic aid freeze [5]. U.S. officials have not publicly detailed the scope of any conditions placed on intelligence cooperation.
The Ukrainian leader said he received no advance warnings from Western partners before the Russian missile strike on Tuesday, according to Semafor [6]. The report did not specify what type of warning was expected or whether U.S. intelligence was shared before the attack.
Zelensky said Ukraine’s Western backers didn’t provide an early warning for a Russian ballistic missile attack for the second night in a row. “A Russian ballistic missile attack on Kyiv. Once again, no early warning from our partners,” the Ukrainian leader wrote on X [7]. Earlier in the day, other Ukrainian officials downplayed the lack of an early warning for a Russian ballistic missile attack that occurred on Monday night [7].
According to the BBC, a key energy facility supplying Kyiv with heating and electricity was hit in a Russian ballistic missile attack, Zelensky said. Darnytska CHP-4, or CHPP-4, and a residential building were hit in a strike the president said came with “no early warning from our partners” [8]. Kyiv Mayor Vitali Klitschko said one person was killed and 13 injured in the missile strike on the apartment block, and four people were in a serious condition [8]. The account was reported as Kyiv continued to seek support from Western allies.
While Trump confirmed that the U.S. is still sharing intelligence with Ukraine, he did not elaborate on the extent, timing or conditions of the intelligence sharing. Asked whether Russia could use proceeds from the diesel deal to purchase more bombs, Trump sidestepped the question. “That’s a diesel deal, not for us. That’s being released in” other markets, he said, according to U.S. News & World Report.
Semafor reported that Trump’s broadsides against Ukraine this week, while agreeing a diesel deal with Russia, obscure Washington’s broader plan to end the war, according to The Washington Post’s David Ignatius [9]. The statement appeared to contradict the earlier reported threat to suspend intelligence cooperation. The White House did not immediately provide additional details beyond the president’s remark, officials said.
The Semafor report said Washington threatened to stop intelligence sharing in a bid to force Kyiv to abide by an energy ceasefire [6]. It was not immediately clear whether the U.S. had paused, resumed or maintained intelligence sharing at any point.
Ukrainian officials and military units later accused Elon Musk’s SpaceX of throttling a technology at the heart of their battlefield communications and drone operations, according to NBC News [10]. Reports said SpaceX imposed a movement-speed restriction on certain Starlink terminals used in Ukraine, applying to the StarShield “military service package” with a threshold of 100 miles per hour [11].
Officials in Washington and Kyiv did not provide a joint account of the events. [12]. The episode highlighted ongoing tensions over military support and ceasefire terms.
Analysts note the intelligence relationship has been complicated by conflicting public statements. According to reporting from the New York Times, when asked about apparent U.S. threats to cut off intelligence sharing with Kyiv, which can warn of Russian aerial attacks, Trump said information continued to flow [13].
